Obama Management Framework Outlined

The Obama administration has outlined its management agenda based on six themes aimed at “building a high-performing government,” the analytical perspectives volume of the fiscal 2010 budget stated.

  1. Replacing the Bush administration’s Program Assessment Rating Tool with a performance improvement and analysis framework
  2. Ensuring responsible spending of economic stimulus funding by efficient tracking and reporting and transparency to the public
  3. Transforming the Federal workforce by hiring several hundred thousand new federal employees, emphasizing on training top young talent and improving methods of evaluating employee’s work
  4. Managing across sectors to provide the best value for taxpayers by managing public sector resources, acquiring needed resources from private and nonprofit sectors, and collaborating across levels of government
  5. Reforming Federal Contracting and Acquisition by striving for an open and competitive process
  6. Transparency, Technology, and Participatory Democracy; allowing citizens to be more aware and involved in government operations
