The InnoGOV.org agenda is built on the recommendations of The Government Performance Coalition.

The Coalition offers three major recommendations that should be familiar to Executive and Legislative branch officials:

• Lead by setting standards and demanding accountability with a performance-based framework that supports both the Executive and Legislative Branches.
• Strengthen organizational capacity to serve and defend the American public.
• Mandate the use of innovation and technology to revolutionize government business models in order to achieve citizen satisfaction.

Each of the three recommendations, and the three critical elements under each, are straight-forward. Arraying them together this way, however, best conveys the reality that they each need to be addressed from the start of the Administration and new session of Congress to form an effective management strategy and thus make policy implementation successful.
